Gerade ist es wieder passiert. W\u00f6lfe haben Schafe gerissen. Nicht eines, nicht zehn, sondern achtzehn, und weitere siebenunddrei\u00dfig waren so verletzt, dass sie get\u00f6tet werden mussten. Macht f\u00fcnfundf\u00fcnfzig tote Schafe. Und das, obwohl der staatlich gef\u00f6rderte Herdenschutzzaun besser war als die Vorschrift. Und das in einem Gebiet, wo sich viele Schafe nicht einz\u00e4unen lassen, weil sie beim K\u00fcstenschutz helfen: Sie beweiden die Deiche an der Nordsee und der Elbe. Und dadurch sind sie systemrelevant, um dieses Wort aus anderen Zusammenh\u00e4ngen mal zu leihen. Nicht nur f\u00fcr unsere Ern\u00e4hrung, sondern f\u00fcr unsere Sicherheit.<\/em><\/p>\n\n\n\n

Was also tun? Wie umgehen mit einem europaweit gesch\u00fctzten Tier, wenn es gerade dabei ist, den K\u00fcstenschutz unm\u00f6glich zu machen. Und wenn es in anderen Regionen dabei ist, den Landschaftsschutz zu bedr\u00e4ngen und die F\u00f6rderung von Biodiversit\u00e4t und Klimaschutz. Das alles leisten n\u00e4mlich Weidetiere, die uns auch noch nachhaltig produzierte Lebensmittel liefern. Von diesen Tieren brauchen wir eigentlich viel mehr drau\u00dfen und haben immer weniger, auch weil nun zu allen anderen Schwierigkeiten noch der Wolf kommt. Um das spannungsgeladene und spannende Verh\u00e4ltnis von Wolf und Weidetieren k\u00fcmmern sich dieser und der n\u00e4chste Blog und Podcast. Hier geht es erst einmal ums Grunds\u00e4tzliche, das Verh\u00e4ltnis Mensch und Nutztier versus Wolf. Im zweiten Teil dann verst\u00e4rkt um das Thema Naturschutz versus Wolf. Ja, das kann durchaus ein Gegensatz sein.<\/p>\n\n\n\n

Zu viele?<\/h2>\n\n\n\n

Wer hat schon mal W\u00f6lfe heulen h\u00f6ren? Ich meine, abseits von Naturdokus und Historien-, Spiel- oder gar Horrorfilmen? Ich tats\u00e4chlich schon mal live und drau\u00dfen, allerdings weit entfernt. Das ist aber schon Jahr-zehnte her und es war in den italienischen Abruzzen, wo die W\u00f6lfe nie ausgerottet waren. In Deutschland habe ich das Heulen noch nicht geh\u00f6rt. Obwohl wir ja heute mehr W\u00f6lfe hier haben, als in ganz Skandinavien leben. Was Politiker und Verbandsvertreter immer wieder betonen, wenn es zu Wolfsrissen bei Nutztieren kommt.<\/p>\n\n\n\n

So wie jetzt gerade wieder der Landrat von Stade. Dort hat ein Wolf, sagen wir mal mindestens einer, einen vorschriftsm\u00e4\u00dfigen Herdenschutzzaun \u00fcberwunden, der mit 28.000 Euro Steuergeld mitfinanziert war. Das Ergebnis waren achtzehn tote Schafe und 35, die verletzt waren und noch get\u00f6tet werden mussten, also 55 tote Tiere. Der Landrat sagt dazu: \u201eWir m\u00fcssen regulieren!\u201c Will sagen: Wir m\u00fcssen schie\u00dfen! Kann stimmen, muss aber nicht die L\u00f6sung f\u00fcr dieses spezielle Problem am Elbdeich in Stade sein. In einem aber d\u00fcrfte der Landrat recht haben: Ohne Schie\u00dfen wird\u2019s nicht gehen, wenn wir noch Weidetiere haben wollen. Aber der Landrat sagt auch: \u201eWir haben mehr W\u00f6lfe in Niedersachsen als in ganz Schweden und Finnland, nur dass diese L\u00e4nder zwanzigmal so gro\u00df sind.\u201c<\/p>\n\n\n\n

Was bei solchen Statements immer nicht gesagt wird: Wir haben auch viel mehr Wild, also Beutetiere f\u00fcr den Wolf, als die skandinavischen L\u00e4nder zusammen. In Finnland muss ein Wolf tausend Quadratkilometer durchstreifen, um satt zu werden, bei uns reicht ein Bruchteil davon. In den finnischen W\u00e4ldern wird halt keine Intensivlandwirtschaft betrieben. Da gibt es weniger Futter f\u00fcr Rehe, Hirsche und Wildschweine. In Deutschland gibt es indes eine Wilddichte wie noch nie in der Geschichte des Landes. Liebe Bauern: Beschwert euch nicht bei den Jagdp\u00e4chtern \u00fcber den Wildverbiss \u2013 ihr macht das selber, dass euch das Wild Feind ist.<\/p>\n\n\n\n

Zu wenig?<\/h2>\n\n\n\n

Nun aber die Reaktion auf das Schafsgemetzel bei Stade: Der nieders\u00e4chsische Umweltminister fordert einfachere Abschussgenehmigungen f\u00fcr sogenannte Problemw\u00f6lfe. Die Bundesumweltministerin verspricht ihm das. Der schleswig-holsteinische Umweltminister pflichtet den beiden bei. Alle drei sind Politiker der Gr\u00fcnen. Die beiden Umweltminister der Nordseel\u00e4nder wollen ganz generell \u201ewolfsfreie Deiche\u201c.<\/p>\n\n\n\n

Zustimmung kommt von einem erkl\u00e4rten \u00d6kologen: dem Vorstand des \u00d6kologischen Jagdverbandes<\/a> aus Brandenburg und Berlin, der schon viel l\u00e4nger im Wolfsmanagement t\u00e4tig ist als alle weiter westlich.<\/p>\n\n\n\n

\u201eJa, das w\u00fcrde ich auch unterschreiben\u201c, sagt er, \u201eso lange es noch kein \u00fcberzeugendes Konzept gibt wie das an einem Seedeich wolfssicher organisiert werden kann.\u201c Eckhard Fuhr erweitert das Ganze aufs Marschland. Auch dort sei es f\u00fcr die Rinder und die Bauern, die sie halten, nicht zumutbar, dass alles wolfssicher eingez\u00e4unt wird. Es gab ein Wolfsrudel bei Cuxhaven, das sich darauf spezialisiert hatte, K\u00fche in die Siele zu treiben und sie dann \u201evon hinten aufzufressen, w\u00e4hrend sie vorne noch lebten\u201c, sagt Eckhard Fuhr. \u201eUnd man kann von niemandem verlangen, dass er das akzeptiert und toleriert. Das geht nicht!\u201c Dieses Wolfsrudel gibt es nicht mehr. Das, sagt er, sei zwar illegal geschossen worden, was aber von heute gesehen auch richtig gewesen sei.<\/p>\n\n\n\n

Eckhard Fuhr ist von Hause aus Journalist und J\u00e4ger \u2212 und Autor des Buches \u201eR\u00fcckkehr der W\u00f6lfe<\/a>\u201c. Er ist f\u00fcr den \u00d6kologischen Jagdverband im Wolfsmanagement in Brandenburg t\u00e4tig und arbeitet dabei mit dem Verband der Schafsz\u00fcchter zusammen. Allerdings nicht mit dem Deutschen Bauernverband und dem Deutschen Jagdverband. \u201eDie haben sich zur\u00fcckgezogen\u201c, sagt er. \u201eSie wollen den Wolf im Jagdrecht, und bis sie das erreicht haben, schmollen sie.\u201c<\/p>\n\n\n\n

Aber auch in Brandenburg gibt es einen gr\u00fcnen Umweltminister. Und auch der verlangt, was seine ebenfalls gr\u00fcnen Kollegen in Niedersachsen und Schleswig-Holstein fordern: einfacheren Abschuss von Problemw\u00f6lfen.<\/p>\n\n\n\n

Schon seltsam, dass ausgerechnet die \u00d6kopartei das Wolfsmanagement voranbringen will. Das bringt n\u00e4mlich auch Absch\u00fcsse mit sich. Und die sind ein Ding der Unm\u00f6glichkeit f\u00fcr manche Natursch\u00fctzer, die den Wolf \u00fcber alles heben, und dabei \u00fcbrigens den Naturschutz aushebeln, wie wir im n\u00e4chsten Blog zu Wolf und Weidetieren noch sehen werden.<\/p>\n\n\n\n

Wie viele?<\/p>\n\n\n\n

Schauen wir aber erstmal zu den Herden, die der Wolf angreift und die deshalb gesch\u00fctzt werden m\u00fcssen. Auch im Wendland, wo ich eine Sch\u00e4ferin besucht habe, sind es die dem Wolf eigentlich schutzlos ausgelieferten Schafe. Aber hier ist kein achtundzwanzigtausend Euro teurer Schutzzaun im Einsatz, wie der im Landkreis Stade vom Wolf \u00fcberwundene. Hier ist es ein einfacher Weidezaun, dahinter aber drei Herdenschutzhunde. Zwei wei\u00dfe Maremmano, die Hunde aus der italienischen Maremma, und eine kaukasische Owtscharka-H\u00fcndin. Gro\u00dfe, kr\u00e4ftige Hunde, aufmerksam und jederzeit einsatzbereit. Wenn die Sch\u00e4ferin nicht bei mir ist und ich mich dem Weidezaun n\u00e4here, ist sofort Alarm. Und wenn ich die F\u00e4nge der Hunde sehe, nehme ich von jeder Idee Abstand, \u00fcber den Zaun zu steigen.<\/p>\n\n\n\n

\u201eMeine Hunde\u201c, sagt die Sch\u00e4ferin, \u201egut, wie sie reagieren, oder?\u201c Sie springen nicht \u00fcber den Zaun, was ein Leichtes f\u00fcr sie w\u00e4re, aber sie behaupten ihn als Grenze. Immer drei Herdenschutzhunde hat sie bei ihren drei Herden, also neun insgesamt.<\/p>\n\n\n\n

Nicole Salomo ist Sch\u00e4ferin im Wendland, im Landkreis-L\u00fcchow-Dannenberg. Sie beweidet mit ihren Schafen Ausgleichsfl\u00e4chen des Bergwerkes Gorleben. Also Fl\u00e4chen, die das Atomm\u00fclllager ankaufen musste, um den \u00f6kologischen Verlust auszugleichen. Nicht etwa die Strahlenbelastung und schon gar nicht die atomare Gefahr. Die l\u00e4sst sich nicht ausgleichen. Nach dem Naturschutzrecht aber sehr wohl der Fl\u00e4chenverbrauch.<\/p>\n\n\n\n

Solche \u00f6kologischen Ausgleichsfl\u00e4chen sind meist mit hohen Auflagen verbunden. Hier sind es Fl\u00e4chen in einer karstigen Heidelandschaft, die keinesfalls ged\u00fcngt werden d\u00fcrfen, die aber unbedingt frei gehalten werden sollen von Aufwuchs. Es geht um f\u00fcr den Naturschutz wertvolle Offenlandbiotope f\u00fcr Heuschrecken, Eidechsen und Wiesenbr\u00fcter und all die anderen Tiere und Pflanzen, die sie zum Leben brauchen und die von ihnen leben.<\/p>\n\n\n\n

Nicole Salomo pflegt diese Landschaft mit zwei Schafherden und einer Herde Esel. Die Esel deshalb, weil sie auch die Baumkeime verbei\u00dfen, die sonst die Landschaft zuwuchern w\u00fcrden. So karg, wie es aussieht, ist n\u00e4mlich fast nichts in Deutschland, da wir Menschen \u00fcber die von uns verursachten Luftschadstoffe \u00fcberall hin Stickstoff regnen lassen. Die Esel waren am Anfang \u2013 vor gut elf Jahren \u2013 als die W\u00f6lfe ins Wendland kamen, ihre erste Idee der Abwehr f\u00fcr die Schafherden. Esel k\u00f6nnen sich ganz gut wehren, sagten damals die Hirten, die in anderen Weltgegenden Erfahrung mit W\u00f6lfen hatten. Am Ende hat sie den Eseln aber die Abwehr der W\u00f6lfe nicht zugetraut, und dann doch auf Hunde gesetzt.<\/p>\n\n\n\n

F\u00fcr die g\u00e4be es auch staatliche Zusch\u00fcsse. Letztlich hat Nicole Salomo ihre Hunde aber ohne staatliche Zusch\u00fcsse selbst gekauft und auch selbst ausgebildet. Sie arbeitete ihr Leben lang mit Hunden, auch ihre Eltern sind Sch\u00e4fer, und sollte sich nun vorschreiben lassen, welche Hunde sie kauft und sich einen Betreuer an ihre Seite bestellen, f\u00fcr ihre und die Ausbildung der Hunde. Das wollte sie nicht. Au\u00dferdem sagt sie, habe sie lieber eine Mistgabel in der Hand als einen Kugelschreiber. Und vierzig Seiten Antrag schrecken sie. Also keine Zusch\u00fcsse, aber inzwischen neun aktive Herdenschutzhunde in drei Teams bei den drei Herden.<\/p>\n\n\n\n

Warum eigentlich immer drei Hunde? Ich habe auch schon nur zwei Herdenschutzhunde bei einer Schafherde gesehen.<\/p>\n\n\n\n

Sie sagt: \u201eZwei m\u00f6gen gen\u00fcgen, aber was ist, wenn drei oder mehr W\u00f6lfe drau\u00dfen stehen? Ich bin unsicher. Ich wei\u00df es nicht. Aber ich habe das Gef\u00fchl, dass drei Hunde eine Wand sind, die steht. Auch gegen ein Rudel W\u00f6lfe.\u201c Bis heute hat sie ihr Gef\u00fchl nicht getrogen. Sie hatte noch keinen einzigen Wolfsriss in ihren Herden.<\/p>\n\n\n\n

Nicole Salomo geh\u00f6rt nicht zu den Sch\u00e4ferinnen, die davon erz\u00e4hlen k\u00f6nnen, wie traumatisch das Erlebnis ist, am Morgen die zerfetzten, toten, oder \u2013 schlimmer noch \u2013 nur verletzten und leidenden Schafe auf der Weide vorzufinden. Aber sie ist nun auch nicht mehr ganz jung und \u00fcberlegt sich, wie das mit ihr und ihren Hunden wohl weitergeht. So ein Hund lebt ja mal gerne zehn, f\u00fcnfzehn Jahre. Da ist von den ersten Schafen, die er besch\u00fctzt hat, schon lange keine Rede mehr.<\/p>\n\n\n\n

Auch diese Verantwortung f\u00fcr die neu hinzugekommen Tiere, neben den sowieso gebrauchten Arbeitshunden, den Border Collies, hat der Wolf gebracht.<\/p>\n\n\n\n

Sie hat ihre Hunde alle selbst gekauft, gro\u00dfgezogen und ausgebildet.  Daf\u00fcr gibt es derzeit noch keine Zusch\u00fcsse, obwohl angeblich alle Zusatzkosten, die der Wolf verursacht, abgedeckt sein sollen. Das ist aber mit Zusatzkosten an B\u00fcrokratie verbunden. Und das m\u00f6gen Sch\u00e4ferinnen wie Nicole Salomo nicht.<\/p>\n\n\n\n

Katalysator<\/h2>\n\n\n\n

Eigentlich ist es ja eine seltsame Wendung der Evolution, oder genauer: der Koevolution von Mensch und Wolf, dass wir uns heute mit Hunden gegen W\u00f6lfe wehren. Wie die Hunde wohl zu Verr\u00e4tern an ihren Vorfahren wurden? Da gab es offenbar eine uralte gegenseitige Anziehung und Absto\u00dfung, die die beiden Raubtiere Mensch und Wolf erst zum Team werden lie\u00df und dann wieder entzweite.<\/p>\n\n\n\n

Hundertf\u00fcnfzig Jahre war der Wolf weg aus Deutschland. Jetzt ist er wieder da. Seine Einwanderung aus dem Osten ist eine Folge des Mauerfalls und des Zusammenbruchs der Sowjetunion und ihrer Vasallenstaaten. Das nur zur Erinnerung, denn durch den Eisernen Vorhang des Kalten Krieges kam auch kein Wolf.<\/p>\n\n\n\n

Kenny Kenner, der mit seiner Frau in der G\u00f6hrde im Wendland das Biohotel Kenners Landlust<\/a> betreibt und als ehrenamtlicher Wolfsberater arbeitet, h\u00e4lt die ganze aufgeladene Diskussion \u00fcber die R\u00fcckkehr des Wolfes f\u00fcr \u00fcbertrieben, weil es eigentlich nur wenige Menschen gibt, die damit Probleme haben. Und denen k\u00f6nne geholfen werden. Die \u00fcbrigens sind diejenigen, die er beraten soll.<\/p>\n\n\n\n

Der Wolfsberater, der sich nicht nur mit Menschen trifft, die den Wolf als neues Wildtier in Deutschland begr\u00fc\u00dfen, wie viele St\u00e4dter, sondern eben auch mit denen, die ihre Last mit ihm haben, ist auch \u00f6fter mit etwas konfrontiert, was ich vor Kurzem selbst kennengelernt habe: Es gibt Verschw\u00f6rungstheorien \u00fcber die Wiederkehr der W\u00f6lfe. Es war bei einem sogenannten Politischen Hofgespr\u00e4ch des Verbands der \u00d6kologischen Landwirtschaft in Hessen, an das sich ein Gespr\u00e4ch mit den anwesenden Weidetierhaltern zum Thema Wolf anschloss. Nun ist der Wolf in Hessen erst im Kommen. Bereits dort sind aber die Theorien, dass der Wolf ausgesetzt worden sei von Tiersch\u00fctzern.<\/p>\n\n\n\n

\u201eDiese Ger\u00fcchte gab\u2019s schon immer\u201c, sagt Kenny Kenner: \u201eDer Nabu hat sie ausgesetzt, der l\u00e4sst sie in Polen z\u00fcchten. Es sind angeblich schon W\u00f6lfe aus Hubschraubern abgeworfen worden.\u201c Er kennt das und reiht das ein in andere Verschw\u00f6rungsgeschichten. Es habe auch zu tun damit, dass sich die Menschen auf dem Land abgeh\u00e4ngt f\u00fchlen, sagt er. Mit Recht!<\/p>\n\n\n\n

Der Wolf als Katalysator.<\/p>\n\n\n\n

Das ist er \u00fcbrigens auch f\u00fcr ganz andere Konflikte \u2013 zum Beispiel f\u00fcr die zwischen industrialisierter und nachhaltiger Landwirtschaft. Nur in umgekehrter Wertigkeit.<\/p>\n\n\n\n

Die R\u00fcckkehr des Wolfes macht alles schwieriger, was nachhaltig w\u00e4re an Landwirtschaft. Das hat n\u00e4mlich mit Tierhaltung im Freiland zu tun. Die Weidetiere bef\u00f6rdern die Biodiversit\u00e4t und sorgen f\u00fcr mehr Humus im Boden, der Kohlendioxid speichert und also die Klimakrise aufh\u00e4lt. Und diese Weidetiere zu halten, macht der Wolf eben schwieriger \u2013 und da wo keine Schutzz\u00e4une gestellt werden k\u00f6nnen, vielleicht auch unm\u00f6glich. Management<\/h2>\n\n\n\n

Um einstweilen bei dem zu bleiben, was die anfangs erw\u00e4hnten drei gr\u00fcnen Landesumweltminister und die ebenfalls gr\u00fcne Bundesumweltministerin versprochen haben: Wolfsmanagement. Dazu sagt der Wolfsberater Kenny Kenner: \u201eSo lange ein Wolf nur ein Herdenschutzproblem ist, mache ich mir keine Sorgen. Was ist aber, wenn ein Wolf mal auff\u00e4llig wird \u2212 Menschen gegen\u00fcber? Was dann? Wer entnimmt diesen Wolf dann?\u201c Was Kenny Kenner meint: Wer erschie\u00dft das problematische Tier? Er wisse nicht, wer das professionell machen k\u00f6nne in Deutschland. Die Revierjagdp\u00e4chter jedenfalls eher nicht. Was gefragt ist, sei Wolfsmanagement.<\/p>\n\n\n\n

Das fordern auch der Bauernverband und die meisten Jagdverb\u00e4nde. Sie wollen den Wolf ins Jagdrecht aufnehmen. Das ist schon in mehreren Bundesl\u00e4ndern erfolgt, hat aber nat\u00fcrlich nichts am Schutzstatus des Tieres ver\u00e4ndert. Ein Tier unter Naturschutz genie\u00dft dauerhaften Jagdschutz, ob im Jagdrecht oder nicht.<\/p>\n\n\n\n

Andererseits, sagt der J\u00e4ger Eckhard Fuhr, der explizit dagegen ist, dass der Wolf ins Jagdrecht aufgenommen wird: \u201eWir m\u00fcssen schie\u00dfen, aber wir m\u00fcssen die Richtigen schie\u00dfen.\u201c Und erz\u00e4hlt eine Geschichte aus Brandenburg. Dort gab es einen sogenannten Problemwolf, der zum Abschuss freigegeben wurde. Er hatte mehrfach s\u00e4mtliche Herdenschutzz\u00e4une \u00fcberwunden und immer in ein und derselben Schafsherde gerissen. Also wurde erst ein Dienstleister engagiert, der den Wolf abschie\u00dfen sollte, weil der \u00f6rtliche Jagdp\u00e4chter nicht wollte. Dessen Angestellte verbrachten viele N\u00e4chte bewaffnet bei den Schafen. Und erst als nach Wochen der Dienstplan mal eine L\u00fccke hatte, schlug der Wolf wieder zu. Am Ende dauerte es ein Dreivierteljahr, bis dieser Wolf \u201eentnommen\u201c war. Und seitdem hat es in dieser Schafherde nie wieder ein Problem gegeben.  \u201eDas bedeutet\u201c, sagt Eckhard Fuhr, \u201ees ist wirksam, die richtigen W\u00f6lfe zu erlegen. Aber es ist keineswegs einfach.\u201c Und er f\u00fcgt hinzu: \u201eBei uns in Deutschland.\u201c<\/p>\n\n\n\n

In der Schweiz zum Beispiel sei das anders. Da gibt es eine Wildhut und damit professionelle J\u00e4ger. Die w\u00fcssten, wo welche W\u00f6lfe sind. Und wenn dann eine Abschussverf\u00fcgung k\u00e4me, dann seien die auch nach ein paar Tagen tot.<\/p>\n\n\n\n

Was w\u00e4re also Wolfsmanagement? Es w\u00e4re eine Organisation, eine Einrichtung, eine Beh\u00f6rde, die sich um die Probleme k\u00fcmmert, die die W\u00f6lfe bereiten. Und die dann auch zugreift und zugreifen kann, wenn diese Probleme \u00fcberhandnehmen.<\/p>\n\n\n\n

Warum klappt das bei uns nicht? Ganz einfach: Das Jagdrecht haben die Revolution\u00e4re von 1848 in der ersten Nationalversammlung in der Frankfurter Paulskirche zwar neu, aber nicht gut geregelt. Sie haben es zwar umgekrempelt, aber nicht demokratisiert, sondern am Besitz von Land h\u00e4ngen lassen. Das f\u00fchrte zu unseren heutigen Duodezf\u00fcrstent\u00fcmern der Jagdp\u00e4chter, die jede Reform verhindern. Deutsche J\u00e4ger k\u00f6nnen sich die ehemaligen Privilegien des Adels heute kaufen. Das macht die Sache nicht besser.<\/p>\n\n\n\n

Schade. War eine Chance. Vor 175 Jahren vertan. Damals \u00fcbrigens gab es noch W\u00f6lfe bei uns, wie jetzt wieder \u2026<\/p>\n\n\n\n
