Wolf und Weidetiere / Teil 1

Gerade ist es wieder passiert. Wölfe haben Schafe gerissen. Nicht eines, nicht zehn, sondern achtzehn, und weitere siebenunddreißig waren so verletzt, dass sie getötet werden mussten. Macht fünfundfünfzig tote Schafe. Und das, obwohl der staatlich geförderte Herdenschutzzaun besser war als die Vorschrift. Und das in einem Gebiet, wo sich viele Schafe nicht einzäunen lassen, weil sie beim Küstenschutz helfen: Sie beweiden die Deiche an der Nordsee und der Elbe. Und dadurch sind sie systemrelevant, um dieses Wort aus anderen Zusammenhängen mal zu leihen. Nicht nur für unsere Ernährung, sondern für unsere Sicherheit.

Was also tun? Wie umgehen mit einem europaweit geschützten Tier, wenn es gerade dabei ist, den Küstenschutz unmöglich zu machen. Und wenn es in anderen Regionen dabei ist, den Landschaftsschutz zu bedrängen und die Förderung von Biodiversität und Klimaschutz. Das alles leisten nämlich Weidetiere, die uns auch noch nachhaltig produzierte Lebensmittel liefern. Von diesen Tieren brauchen wir eigentlich viel mehr draußen und haben immer weniger, auch weil nun zu allen anderen Schwierigkeiten noch der Wolf kommt. Um das spannungsgeladene und spannende Verhältnis von Wolf und Weidetieren kümmern sich dieser und der nächste Blog und Podcast. Hier geht es erst einmal ums Grundsätzliche, das Verhältnis Mensch und Nutztier versus Wolf. Im zweiten Teil dann verstärkt um das Thema Naturschutz versus Wolf. Ja, das kann durchaus ein Gegensatz sein.

Zu viele?

Wer hat schon mal Wölfe heulen hören? Ich meine, abseits von Naturdokus und Historien-, Spiel- oder gar Horrorfilmen? Ich tatsächlich schon mal live und draußen, allerdings weit entfernt. Das ist aber schon Jahr-zehnte her und es war in den italienischen Abruzzen, wo die Wölfe nie ausgerottet waren. In Deutschland habe ich das Heulen noch nicht gehört. Obwohl wir ja heute mehr Wölfe hier haben, als in ganz Skandinavien leben. Was Politiker und Verbandsvertreter immer wieder betonen, wenn es zu Wolfsrissen bei Nutztieren kommt.

So wie jetzt gerade wieder der Landrat von Stade. Dort hat ein Wolf, sagen wir mal mindestens einer, einen vorschriftsmäßigen Herdenschutzzaun überwunden, der mit 28.000 Euro Steuergeld mitfinanziert war. Das Ergebnis waren achtzehn tote Schafe und 35, die verletzt waren und noch getötet werden mussten, also 55 tote Tiere. Der Landrat sagt dazu: „Wir müssen regulieren!“ Will sagen: Wir müssen schießen! Kann stimmen, muss aber nicht die Lösung für dieses spezielle Problem am Elbdeich in Stade sein. In einem aber dürfte der Landrat recht haben: Ohne Schießen wird’s nicht gehen, wenn wir noch Weidetiere haben wollen. Aber der Landrat sagt auch: „Wir haben mehr Wölfe in Niedersachsen als in ganz Schweden und Finnland, nur dass diese Länder zwanzigmal so groß sind.“

Was bei solchen Statements immer nicht gesagt wird: Wir haben auch viel mehr Wild, also Beutetiere für den Wolf, als die skandinavischen Länder zusammen. In Finnland muss ein Wolf tausend Quadratkilometer durchstreifen, um satt zu werden, bei uns reicht ein Bruchteil davon. In den finnischen Wäldern wird halt keine Intensivlandwirtschaft betrieben. Da gibt es weniger Futter für Rehe, Hirsche und Wildschweine. In Deutschland gibt es indes eine Wilddichte wie noch nie in der Geschichte des Landes. Liebe Bauern: Beschwert euch nicht bei den Jagdpächtern über den Wildverbiss – ihr macht das selber, dass euch das Wild Feind ist.

Zu wenig?

Nun aber die Reaktion auf das Schafsgemetzel bei Stade: Der niedersächsische Umweltminister fordert einfachere Abschussgenehmigungen für sogenannte Problemwölfe. Die Bundesumweltministerin verspricht ihm das. Der schleswig-holsteinische Umweltminister pflichtet den beiden bei. Alle drei sind Politiker der Grünen. Die beiden Umweltminister der Nordseeländer wollen ganz generell „wolfsfreie Deiche“.

Zustimmung kommt von einem erklärten Ökologen: dem Vorstand des Ökologischen Jagdverbandes aus Brandenburg und Berlin, der schon viel länger im Wolfsmanagement tätig ist als alle weiter westlich.

„Ja, das würde ich auch unterschreiben“, sagt er, „so lange es noch kein überzeugendes Konzept gibt wie das an einem Seedeich wolfssicher organisiert werden kann.“ Eckhard Fuhr erweitert das Ganze aufs Marschland. Auch dort sei es für die Rinder und die Bauern, die sie halten, nicht zumutbar, dass alles wolfssicher eingezäunt wird. Es gab ein Wolfsrudel bei Cuxhaven, das sich darauf spezialisiert hatte, Kühe in die Siele zu treiben und sie dann „von hinten aufzufressen, während sie vorne noch lebten“, sagt Eckhard Fuhr. „Und man kann von niemandem verlangen, dass er das akzeptiert und toleriert. Das geht nicht!“ Dieses Wolfsrudel gibt es nicht mehr. Das, sagt er, sei zwar illegal geschossen worden, was aber von heute gesehen auch richtig gewesen sei.

Eckhard Fuhr ist von Hause aus Journalist und Jäger − und Autor des Buches „Rückkehr der Wölfe“. Er ist für den Ökologischen Jagdverband im Wolfsmanagement in Brandenburg tätig und arbeitet dabei mit dem Verband der Schafszüchter zusammen. Allerdings nicht mit dem Deutschen Bauernverband und dem Deutschen Jagdverband. „Die haben sich zurückgezogen“, sagt er. „Sie wollen den Wolf im Jagdrecht, und bis sie das erreicht haben, schmollen sie.“

Aber auch in Brandenburg gibt es einen grünen Umweltminister. Und auch der verlangt, was seine ebenfalls grünen Kollegen in Niedersachsen und Schleswig-Holstein fordern: einfacheren Abschuss von Problemwölfen.

Schon seltsam, dass ausgerechnet die Ökopartei das Wolfsmanagement voranbringen will. Das bringt nämlich auch Abschüsse mit sich. Und die sind ein Ding der Unmöglichkeit für manche Naturschützer, die den Wolf über alles heben, und dabei übrigens den Naturschutz aushebeln, wie wir im nächsten Blog zu Wolf und Weidetieren noch sehen werden.

Wie viele?

Schauen wir aber erstmal zu den Herden, die der Wolf angreift und die deshalb geschützt werden müssen. Auch im Wendland, wo ich eine Schäferin besucht habe, sind es die dem Wolf eigentlich schutzlos ausgelieferten Schafe. Aber hier ist kein achtundzwanzigtausend Euro teurer Schutzzaun im Einsatz, wie der im Landkreis Stade vom Wolf überwundene. Hier ist es ein einfacher Weidezaun, dahinter aber drei Herdenschutzhunde. Zwei weiße Maremmano, die Hunde aus der italienischen Maremma, und eine kaukasische Owtscharka-Hündin. Große, kräftige Hunde, aufmerksam und jederzeit einsatzbereit. Wenn die Schäferin nicht bei mir ist und ich mich dem Weidezaun nähere, ist sofort Alarm. Und wenn ich die Fänge der Hunde sehe, nehme ich von jeder Idee Abstand, über den Zaun zu steigen.

„Meine Hunde“, sagt die Schäferin, „gut, wie sie reagieren, oder?“ Sie springen nicht über den Zaun, was ein Leichtes für sie wäre, aber sie behaupten ihn als Grenze. Immer drei Herdenschutzhunde hat sie bei ihren drei Herden, also neun insgesamt.

Nicole Salomo ist Schäferin im Wendland, im Landkreis-Lüchow-Dannenberg. Sie beweidet mit ihren Schafen Ausgleichsflächen des Bergwerkes Gorleben. Also Flächen, die das Atommülllager ankaufen musste, um den ökologischen Verlust auszugleichen. Nicht etwa die Strahlenbelastung und schon gar nicht die atomare Gefahr. Die lässt sich nicht ausgleichen. Nach dem Naturschutzrecht aber sehr wohl der Flächenverbrauch.

Solche ökologischen Ausgleichsflächen sind meist mit hohen Auflagen verbunden. Hier sind es Flächen in einer karstigen Heidelandschaft, die keinesfalls gedüngt werden dürfen, die aber unbedingt frei gehalten werden sollen von Aufwuchs. Es geht um für den Naturschutz wertvolle Offenlandbiotope für Heuschrecken, Eidechsen und Wiesenbrüter und all die anderen Tiere und Pflanzen, die sie zum Leben brauchen und die von ihnen leben.

Nicole Salomo pflegt diese Landschaft mit zwei Schafherden und einer Herde Esel. Die Esel deshalb, weil sie auch die Baumkeime verbeißen, die sonst die Landschaft zuwuchern würden. So karg, wie es aussieht, ist nämlich fast nichts in Deutschland, da wir Menschen über die von uns verursachten Luftschadstoffe überall hin Stickstoff regnen lassen. Die Esel waren am Anfang – vor gut elf Jahren – als die Wölfe ins Wendland kamen, ihre erste Idee der Abwehr für die Schafherden. Esel können sich ganz gut wehren, sagten damals die Hirten, die in anderen Weltgegenden Erfahrung mit Wölfen hatten. Am Ende hat sie den Eseln aber die Abwehr der Wölfe nicht zugetraut, und dann doch auf Hunde gesetzt.

Für die gäbe es auch staatliche Zuschüsse. Letztlich hat Nicole Salomo ihre Hunde aber ohne staatliche Zuschüsse selbst gekauft und auch selbst ausgebildet. Sie arbeitete ihr Leben lang mit Hunden, auch ihre Eltern sind Schäfer, und sollte sich nun vorschreiben lassen, welche Hunde sie kauft und sich einen Betreuer an ihre Seite bestellen, für ihre und die Ausbildung der Hunde. Das wollte sie nicht. Außerdem sagt sie, habe sie lieber eine Mistgabel in der Hand als einen Kugelschreiber. Und vierzig Seiten Antrag schrecken sie. Also keine Zuschüsse, aber inzwischen neun aktive Herdenschutzhunde in drei Teams bei den drei Herden.

Warum eigentlich immer drei Hunde? Ich habe auch schon nur zwei Herdenschutzhunde bei einer Schafherde gesehen.

Sie sagt: „Zwei mögen genügen, aber was ist, wenn drei oder mehr Wölfe draußen stehen? Ich bin unsicher. Ich weiß es nicht. Aber ich habe das Gefühl, dass drei Hunde eine Wand sind, die steht. Auch gegen ein Rudel Wölfe.“ Bis heute hat sie ihr Gefühl nicht getrogen. Sie hatte noch keinen einzigen Wolfsriss in ihren Herden.

Nicole Salomo gehört nicht zu den Schäferinnen, die davon erzählen können, wie traumatisch das Erlebnis ist, am Morgen die zerfetzten, toten, oder – schlimmer noch – nur verletzten und leidenden Schafe auf der Weide vorzufinden. Aber sie ist nun auch nicht mehr ganz jung und überlegt sich, wie das mit ihr und ihren Hunden wohl weitergeht. So ein Hund lebt ja mal gerne zehn, fünfzehn Jahre. Da ist von den ersten Schafen, die er beschützt hat, schon lange keine Rede mehr.

Auch diese Verantwortung für die neu hinzugekommen Tiere, neben den sowieso gebrauchten Arbeitshunden, den Border Collies, hat der Wolf gebracht.

Sie hat ihre Hunde alle selbst gekauft, großgezogen und ausgebildet.  Dafür gibt es derzeit noch keine Zuschüsse, obwohl angeblich alle Zusatzkosten, die der Wolf verursacht, abgedeckt sein sollen. Das ist aber mit Zusatzkosten an Bürokratie verbunden. Und das mögen Schäferinnen wie Nicole Salomo nicht.

Katalysator

Eigentlich ist es ja eine seltsame Wendung der Evolution, oder genauer: der Koevolution von Mensch und Wolf, dass wir uns heute mit Hunden gegen Wölfe wehren. Wie die Hunde wohl zu Verrätern an ihren Vorfahren wurden? Da gab es offenbar eine uralte gegenseitige Anziehung und Abstoßung, die die beiden Raubtiere Mensch und Wolf erst zum Team werden ließ und dann wieder entzweite.

Hundertfünfzig Jahre war der Wolf weg aus Deutschland. Jetzt ist er wieder da. Seine Einwanderung aus dem Osten ist eine Folge des Mauerfalls und des Zusammenbruchs der Sowjetunion und ihrer Vasallenstaaten. Das nur zur Erinnerung, denn durch den Eisernen Vorhang des Kalten Krieges kam auch kein Wolf.

Kenny Kenner, der mit seiner Frau in der Göhrde im Wendland das Biohotel Kenners Landlust betreibt und als ehrenamtlicher Wolfsberater arbeitet, hält die ganze aufgeladene Diskussion über die Rückkehr des Wolfes für übertrieben, weil es eigentlich nur wenige Menschen gibt, die damit Probleme haben. Und denen könne geholfen werden. Die übrigens sind diejenigen, die er beraten soll.

„Der Titel Wolfsberater täuscht natürlich“, sagt er, „wir beraten keine Wölfe.“

Der Wolfsberater, der sich nicht nur mit Menschen trifft, die den Wolf als neues Wildtier in Deutschland begrüßen, wie viele Städter, sondern eben auch mit denen, die ihre Last mit ihm haben, ist auch öfter mit etwas konfrontiert, was ich vor Kurzem selbst kennengelernt habe: Es gibt Verschwörungstheorien über die Wiederkehr der Wölfe. Es war bei einem sogenannten Politischen Hofgespräch des Verbands der Ökologischen Landwirtschaft in Hessen, an das sich ein Gespräch mit den anwesenden Weidetierhaltern zum Thema Wolf anschloss. Nun ist der Wolf in Hessen erst im Kommen. Bereits dort sind aber die Theorien, dass der Wolf ausgesetzt worden sei von Tierschützern.

„Diese Gerüchte gab’s schon immer“, sagt Kenny Kenner: „Der Nabu hat sie ausgesetzt, der lässt sie in Polen züchten. Es sind angeblich schon Wölfe aus Hubschraubern abgeworfen worden.“ Er kennt das und reiht das ein in andere Verschwörungsgeschichten. Es habe auch zu tun damit, dass sich die Menschen auf dem Land abgehängt fühlen, sagt er. Mit Recht!

Der Wolf als Katalysator.

Das ist er übrigens auch für ganz andere Konflikte – zum Beispiel für die zwischen industrialisierter und nachhaltiger Landwirtschaft. Nur in umgekehrter Wertigkeit.

Die Rückkehr des Wolfes macht alles schwieriger, was nachhaltig wäre an Landwirtschaft. Das hat nämlich mit Tierhaltung im Freiland zu tun. Die Weidetiere befördern die Biodiversität und sorgen für mehr Humus im Boden, der Kohlendioxid speichert und also die Klimakrise aufhält. Und diese Weidetiere zu halten, macht der Wolf eben schwieriger – und da wo keine Schutzzäune gestellt werden können, vielleicht auch unmöglich. Um einstweilen bei dem zu bleiben, was die anfangs erwähnten drei grünen Landesumweltminister und die ebenfalls grüne Bundesumweltministerin versprochen haben: Wolfsmanagement. Dazu sagt der Wolfsberater Kenny Kenner: „So lange ein Wolf nur ein Herdenschutzproblem ist, mache ich mir keine Sorgen. Was ist aber, wenn ein Wolf mal auffällig wird − Menschen gegenüber? Was dann? Wer entnimmt diesen Wolf dann?“ Was Kenny Kenner meint: Wer erschießt das problematische Tier? Er wisse nicht, wer das professionell machen könne in Deutschland. Die Revierjagdpächter jedenfalls eher nicht. Was gefragt ist, sei Wolfsmanagement.

Das fordern auch der Bauernverband und die meisten Jagdverbände. Sie wollen den Wolf ins Jagdrecht aufnehmen. Das ist schon in mehreren Bundesländern erfolgt, hat aber natürlich nichts am Schutzstatus des Tieres verändert. Ein Tier unter Naturschutz genießt dauerhaften Jagdschutz, ob im Jagdrecht oder nicht.

Andererseits, sagt der Jäger Eckhard Fuhr, der explizit dagegen ist, dass der Wolf ins Jagdrecht aufgenommen wird: „Wir müssen schießen, aber wir müssen die Richtigen schießen.“ Und erzählt eine Geschichte aus Brandenburg. Dort gab es einen sogenannten Problemwolf, der zum Abschuss freigegeben wurde. Er hatte mehrfach sämtliche Herdenschutzzäune überwunden und immer in ein und derselben Schafsherde gerissen. Also wurde erst ein Dienstleister engagiert, der den Wolf abschießen sollte, weil der örtliche Jagdpächter nicht wollte. Dessen Angestellte verbrachten viele Nächte bewaffnet bei den Schafen. Und erst als nach Wochen der Dienstplan mal eine Lücke hatte, schlug der Wolf wieder zu. Am Ende dauerte es ein Dreivierteljahr, bis dieser Wolf „entnommen“ war. Und seitdem hat es in dieser Schafherde nie wieder ein Problem gegeben.  „Das bedeutet“, sagt Eckhard Fuhr, „es ist wirksam, die richtigen Wölfe zu erlegen. Aber es ist keineswegs einfach.“ Und er fügt hinzu: „Bei uns in Deutschland.“

In der Schweiz zum Beispiel sei das anders. Da gibt es eine Wildhut und damit professionelle Jäger. Die wüssten, wo welche Wölfe sind. Und wenn dann eine Abschussverfügung käme, dann seien die auch nach ein paar Tagen tot.

Was wäre also Wolfsmanagement? Es wäre eine Organisation, eine Einrichtung, eine Behörde, die sich um die Probleme kümmert, die die Wölfe bereiten. Und die dann auch zugreift und zugreifen kann, wenn diese Probleme überhandnehmen.

Warum klappt das bei uns nicht? Ganz einfach: Das Jagdrecht haben die Revolutionäre von 1848 in der ersten Nationalversammlung in der Frankfurter Paulskirche zwar neu, aber nicht gut geregelt. Sie haben es zwar umgekrempelt, aber nicht demokratisiert, sondern am Besitz von Land hängen lassen. Das führte zu unseren heutigen Duodezfürstentümern der Jagdpächter, die jede Reform verhindern. Deutsche Jäger können sich die ehemaligen Privilegien des Adels heute kaufen. Das macht die Sache nicht besser.

Schade. War eine Chance. Vor 175 Jahren vertan. Damals übrigens gab es noch Wölfe bei uns, wie jetzt wieder …
