Nach zwei Blogs und Podcasts über samenfestes Saatgut, die hoffentlich geklärt haben, was das ist und warum wir biologisch gezüchtete Nutzpflanzen für eine sichere und gesunde Ernährung dringend brauchen, jetzt das krasse Gegenteil als Thema: gentechnisch veränderte Lebensmittel. Damit müssen wir uns beschäftigen, weil die EU-Kommission das will. Die große Mehrheit der Verbraucherinnen und Verbraucher in Europa lehnt eine Ernährung mit gentechnisch veränderten Pflanzen oder Tieren ab. Entsprechend gibt es eine Kennzeichnungspflicht und keinen Markt dafür. Nur in Spanien und Portugal werden transgene Nutzpflanzen angebaut.

Das soll sich nun ändern. Die EU-Kommission will Pflanzen, die mit der sogenannten Neuen Grünen Gentechnik hergestellt wurden, also mit der Genschere CRISPR/Cas, von der Kennzeichnungspflicht ausnehmen. Damit könnten wir in Zukunft nicht mehr erkennen, was an Genfood auf unserem Teller landet. Die Biobauern könnten Verunreinigung ihrer Lebensmittel mit Gentechnik nicht mehr ausschließen. Und die Konzerne könnten die Pflanzen patentieren lassen.

Neue und alte Gentechnik

Die Verbraucherinnen und Verbraucher in Deutschland haben sich seit Jahren eindeutig zur Gentechnik in der Landwirtschaft positioniert. Bei der letzten Umfrage vor der vergangenen Bundestagswahl sagten 83 Prozent, dass neue wie alte Gentechnik in der EU einer umfassenden Risikobewertung unterliegen solle. Und 84 Prozent verlangten, dass Lebensmittel, die mit gentechnischen Methoden hergestellt wurden, entsprechend gekennzeichnet werden. Auch Tiere, die mit gentechnisch verändertem Futter ernährt wurden, sollten gekennzeichnet werden. Damit verlangen die Deutschen sogar eine Verschärfung des derzeitigen EU-Rechts.

Die EU-Kommission aber will genau das Gegenteil. Nach ihrer Vorlage sollen Pflanzen, die mit der Genschere CRISPR/Cas verändert wurden, nicht mehr gekennzeichnet werden. Nicht regulieren will sie die Gentechnik, sondern eine Deregulierung durchsetzen. Dabei will die Kommission zwischen alter und neuer Gentechnik unterscheiden. Und das, obwohl der Europäische Gerichtshof 2018 entschieden hat, dass auch die sogenannte Neue Gentechnik im Sinne des Gesetzes Gentechnik ist und also unter die Regulierung fällt.

„Wenige Tage nach der Verkündung des Urteils ging das los, dass gesagt wurde: Ja, dann müssen wir halt das Gesetz ändern“, erinnert sich Martin Häusling, grüner Europaabgeordneter und Biobauer aus Nordhessen. Und der Agrarökonom Matin Qaim, Professor an der Universität Bonn und Befürworter der Gentechnik, setzte schon damals ein Datum. Es werde drei bis vier Jahre dauern, sagte er 2020 im Interview mit dem Deutschlandfunk, bis die EU-Institutionen soweit seien, dass sie einsehen, dass die restriktiven Regulierungen der Gentechnik auf den Äckern der Europäischen Union nicht mehr zeitgemäß seien.

Aber weder Befürworter noch Gegner der Grünen Gentechnik konnten sich wohl vorstellen, womit die EU-Kommission am Ende um die Ecke kommt: Nicht mit einer Reform, sondern mit einer juristischen Spitzfindigkeit. „Damit hat man die Redenschreiber beauftragt“, sagt Martin Häusling: „Mit einer Umdeutung der Neuen Gentechnik, die nun gar keine mehr sein soll. Bis zu zwanzig Schnitte mit der Genschere CRISPR/Cas sollen pro Pflanze möglich sein, ohne dass es sich um Gentechnik handelt.“ Das wäre dann die neue Sprachregelung. Man darf gespannt sein, was der Europäische Gerichtshof dazu sagt.

Begriffsklärungen

Grüne Gentechnik, Rote Gentechnik, alte und neue Gentechnik? Die erste große Diskussion über die Techniken des Eingriffs in das Genom ist schon zwanzig, für die Älteren schon dreißig Jahre her. Die Begriffe dazu sind vielleicht nicht jedem präsent, deshalb hier nochmal kurz die Erläuterung.

„Rot“ nennt man die Gentechnik, wenn sie im Bereich Medizin und Pharmazie eingesetzt wird, also bei Diagnostik und Therapie. Pränataldiagnostik und Reproduktionsmedizin sind die bekanntesten Anwendungsfelder. Ein Beispiel aus der Pharmazie ist der genetisch veränderte Impfstoff, der in der Corona-Pandemie zum Einsatz kam.

Die „weiße“ und „graue“ Gentechnik, bei der es um Grundstoffe für die Chemie, oder um die Behandlung kontaminierter Böden mit veränderten Bakterien geht, lassen wir heute hier mal beiseite.

„Grün“ nennt man schließlich die Gentechnik, die in Sachen Landwirtschaft und Ernährung zum Einsatz kommt.

Im Bereich dieser Grünen Gentechnik gibt es nun eine heute als „alt“ bezeichnete Form der genetischen Veränderung von Pflanzen. Dabei entstanden transgene Pflanzen, deren Genom durch die Einbringung von Genen überhaupt nicht verwandter Lebewesen verändert wurde.

Bestes Beispiel ist der BT-Mais, der mit Erbinformationen des Bazillus Thuringiensis dessen Gift selbst produziert und damit Insekten bekämpft. Es muss nicht mehr gespritzt werden gegen den Maiszünsler, weil der Mais selbst giftig ist. Scheinbar geniale Idee ‑ nur dass die Natur darauf mit resistenten Insekten reagiert hat.

Genauso wie bei den sogenannten Roundup-Ready-Pflanzen. Roundup ist der Markenname des Glyphosats von Monsanto. Und Roundup-Ready ist eine Pflanze, wenn sie dem Totalherbizid widersteht. Solche Pflanzen gibt es in Form von Soja, Mais, Raps, Zuckerrübe und Baumwolle. Wiederum scheinbar genial. Nur dass die Natur inzwischen sogenannte Super-Weeds entwickelt hat, also Unkräuter, die ebenfalls Glyphosat-resistent sind.

Nun gibt es schon länger die sogenannte „neue“ Gentechnik, einen großen Schritt voran gebracht durch die Genschere CRISPR/Cas. Mit ihr lässt sich via Genome Editing ziemlich genau festlegen, an welcher Stelle die gewünschte Information in das Erbgut eingefügt wird. Bei der alten Gentechnik war das dem Zufall überlassen.

Das Versprechen der neuen Gentechnik ist nun, all das einzulösen, was schon bei der alten Gentechnik versprochen wurde: Gegen Schädlinge, Krankheiten und Klimawandel resistente Pflanzen, Bekämpfung des Hungers auf der Welt.

Genome Editing

„Wir werden auch in der Pflanzenproduktion ertragreicher und umweltfreundlicher und robuster gegen Klimawandel werden müssen, und deswegen sollten wir alle Werkzeuge, die uns dabei helfen können, auch verantwortungsvoll einsetzen“, sagte der Agrarökonom Matin Qaim wiederum in einem Interview mit dem Deutschlandfunk, und plädierte so erneut für den Einsatz der Neuen Gentechnik. Die könne dabei helfen, „Pflanzen zu entwickeln, die trockentoleranter sind, die gegen bestimmte Schädlinge und Krankheiten einfach resistenter sind.“

Das ist eine der Erzählungen der Konzerne, die die Neue Gentechnik auf die Äcker bringen wollen: Wir passen euch die Pflanzen an den Klimawandel an. Wir schneiden mit der Genschere präzise das Gen oder die beiden Gene aus dem wilden Verwandten des Weizens, die das Gras resilient gegen Trockenheit machen, und setzen das exakt da in die Nutzpflanze Weizen ein, wo es gebraucht wird. Genome Editing eben – die Wissenschaft als Korrektor der Natur.

Das ist eine primitive Argumentation, findet Benny Härlin, der Leiter des Hauptstadtbüros der Zukunftsstiftung Landwirtschaft und Mitbegründer der internationale Initiative „Save our Seeds“. „Es gibt nicht die zwei Gene, die für die Trockenheitsresilienz einer Pflanze zuständig sind.“ Die CRISPR/Cas-Technologie biete tatsächlich die Möglichkeit, exakt an einem bestimmten Punkt zu intervenieren. „Das Problem dabei ist: Solange ich das Programm nicht kenne, an dessen Hardware ich rumfummle, nützt mir auch die präziseste Intervention in der Hardware nichts.“ Und wir kennen das Programm der Pflanzen nicht.

Wir könnten allerdings wissen, dass wir nichts wissen. „Das war ja“, sagt Benny Härlin, „der große Schock mit dem Human Genome Project, als wir festgestellt haben: Wir haben nur zwanzigtausend Gene im menschlichen Organismus. Mit denen produzieren unsere Zellen aber weit über hunderttausend Eiweißstrukturen. Es ist also nicht ein Gen für eine bestimmte Information oder Aktion zuständig. Sondern die Zellen bedienen sich der genetischen Information in unterschiedlichen Situationen ganz unterschiedlich.“ Mit einem Wort: „Die Sache ist einfach komplexer.“

Daran liege es auch, dass in dreißig Jahren gentechnischer Freisetzungen auf den Äckern nur die primitivsten Anwendungen funktionierten: der BT-Mais und die Roundup-Ready-Pflanzen. Mit den bekannten Folgen: Super-Weeds und resistente Insekten.

Deregulierung

Die Versprechungen der Neuen Gentechnik sind ziemlich genau die der alten. Und wie vor fast dreißig Jahren gibt es viele Menschen, auch Politikerinnen und Politiker in Verantwortung, die an die Versprechen wieder glauben. Frans Timmermans, der für Umwelt und den „Green Deal“ der Europäischen Union zuständige EU-Kommissar zum Beispiel, der Stellvertreter der Kommissionspräsidentin. „Seine Rolle ist kompliziert in diesem Fall“, sagt der Abgeordnete Martin Häusling. Mehrfach wurde im Umweltausschuss und im Agrarausschuss darüber diskutiert und er sei zu der Überzeugung gelangt, dass Frans Timmermans an die Versprechungen der Konzerne glaube.

Egal, die Mehrheit der EU-Verantwortlichen und auch die Mehrheit im Parlament scheint glauben zu wollen, dass die Neue Gentechnik die Lösung für die Probleme mit der Klimakrise und beim Pestizideinsatz ist. Deshalb hat Frans Timmermans der Industrie einen Deal angeboten und das in den zuständigen Ausschüssen des Parlaments auch so verkauft, erzählt Martin Häusling: „Wenn ihr die Halbierung des Pestizideinsatzes auf den Äckern Europas akzeptiert, wie das der Green Deal vorsieht, dann bekommt ihr dafür die Deregulierung der Gentechnik.“ Dieser Deal wäre dann allerdings alles andere als „green“.

Risikoprüfung

Er glaube, dass mit der Neuen Gentechnik Pflanzen kreiert werden könnten, die mit weniger Pestizideinsatz gute Erträge bringen. Die Daten aus den USA und Südamerika zeigen das Gegenteil. Dort werden gentechnisch veränderte Nutzpflanzen großflächig eingesetzt und der Pestizideinsatz ist in den letzten Jahren deutlich gestiegen, weil sich Resistenzen bei den Unkräutern und Schadinsekten entwickelt haben.

Die Gegner der Deregulierung wollen das Gegenteil: die Regulierung der Gentechnik inklusive der derzeit vorgesehenen Risikoprüfung. Die ist bei der Grünen Gentechnik besonders wichtig, weil eine genetische Veränderung, die einmal freigesetzt ist, nicht mehr zurückzuholen ist aus der Natur.

Bei der Roten Gentechnik ist es eher so, dass im Fall des Unfalls die Chance besteht, den Ungeist wieder in die Flasche zu bekommen: Labor sauber machen, Diagnostik einstellen, Medikament vom Markt nehmen. Die Chance ist groß, dass die verunglückte genetische Veränderung damit aus der Welt geschafft ist. Bei der Grünen Gentechnik ist das grundsätzlich anders, deshalb Risikoprüfung vor der Freisetzung.

Nur, wer ist in der Europäischen Union zuständig für die Risikoprüfung neuer Techniken und Produkte im Bereich Ernährung? Die European Food Safety Authority EFSA, also die Europäische Behörde für Lebensmittelsicherheit. Das ist die Behörde, die bei der Unbedenklichkeitserklärung zur Verlängerung der Zulassung des Totalherbizids Glyphosat 2019 der Einfachheit halber aus dem Genehmigungsantrag von Bayer-Monsanto abgeschrieben hat.

„Wir kennen die gentechnikfreundliche Haltung der EFSA“, sagt Martin Häusling und stellt fest, dass Menschen, die Einwände haben, auch in der Gentechnik-Diskussion neuerdings einfach als technologiefeindlich und letztlich wissenschaftsfeindlich abgetan werden.

Wissenschaftsfeinde

Ist also technologie- und wissenschaftsfeindlich, wer keine Gentechnik auf dem Teller haben will, weil er nicht weiß, was er davon hat? Oder ist wissenschaftsfeindlich, wer all die Erkenntnisse ignoriert, die uns nur immer wieder diese eine klar machen, die schon Platon den Sokrates sagen ließ: „Denn von mir selbst wusste ich, dass ich gar nichts weiß …“ Weshalb ich womöglich die Finger lassen sollte von Dingen, deren Auswirkungen ich nicht überschaue. Und zu denen gehört eben die Grüne Gentechnik.

Irgendwann im Laufe der Abwehrgefechte gegen „Alternative Fak-ten“ und Verschwörungstheorien scheint uns das Verständnis von Wissenschaft als Ringen um Erkenntnis abhandengekommen zu sein. Dass Widerspruch ein unverzichtbarer Teil von Wissenschaft ist, gehört offenbar nicht mehr zum verfügbaren Allgemeinwissen, oder es wird gerade im politischen Disput untergepflügt von der allgegenwärtigen Forderung nach Technologieoffenheit.

  Benny Härlin dreht den Vorwurf um ‑ gegen die Wissenschafts-gläubigkeit gegenüber der Neuen Gentechnik. Die nämlich genau nicht berücksichtigt, was wir an wissenschaftlichen Erkenntnissen über Pflanzen neu gewonnen haben, seit der ersten Regulierung der Grünen Gentechnik in der Europäischen Union.

„Wir haben ganz viel gelernt über die Epigenetik, also darüber, wie Zellen sich jenseits der DNA organisieren. Und wir haben neue Techniken wie CRISPR/Cas, mit denen wir das viel besser als früher weiter erforschen können. Wir sollten uns aber vor der Versuchung hüten, daraus jetzt eine Anwendung zu machen, ohne begriffen zu haben, was wir dabei tun.“

Ende der Gentechnikfreiheit

Wie also sollte es weitergehen mit unserer Landwirtschaft angesichts der Herausforderungen? Klimakrise, Biodiversitätskrise, Ernährungssicherheit – wie damit umgehen?

Die Antwort der Gentechnik-Gegner ist: vielfältig! So wie die Natur immer auf Diversität setzt, so sollte auf den Äckern nicht eine Lösung vorherrschen, sondern vor Ort sollten vielfältige Lösungen für die örtlichen Probleme gesucht und versucht werden. „Und diese Lösungen sollten reversibel sein, also – anders als bei der Gentechnik ‑ auch wieder rückgängig zu machen“, sagt Benny Härlin.

„Wir brauchen Vielfalt auf den Äckern und wir müssen bei der Suche nach den Antworten auf die großen Fragen von Ernährung und Landwirtschaft auch möglichst viele kluge Köpfe beteiligen.“ Das Projekt der Gentechnik-Konzerne sei das Gegenteil: „Die Experten züchten am Ende patentierte Pflanzen. Der Bauer ist zu blöd dafür, der Gärtner ist zu blöd dafür, es kann nur der Hochleistungswissenschaftler überhaupt noch etwas ändern. Und damit verrennen wir uns vollkommen!“

Womit gesagt wäre, worum es der Agrarindustrie geht, wenn sie Grüne Gentechnik sagt: um Patente. Kein Konzern beschäftige mehr Anwälte als Bayer. Schon vor Jahren habe Monsanto, also die Firma, die die Bayer AG gekauft hat, um bei der Grünen Gentechnik mitzumachen, mehr Geld für seine Juristen ausgegeben, als in die Forschung gesteckt wurde.

Was dieses „perverse System“, wie Benny Härlin es nennt, dann für die Mehrheit von uns bedeutet, die keine Gentechnik essen will, wenn es erst einmal auf dem Acker angekommen ist: Sowohl der Aufkleber „Ohne Gentechnik!“ als auch die Kennzeichnung „Gentechnikfrei“ werden keinen Sinn mehr haben. Und auch die Biobauern werden ihr Versprechen kaum mehr einhalten können, ohne Gentechnik zu produzieren. Denn wenn die EU-Kommission sich durchsetzt, wird niemand mehr wissen, welche Pflanzen gentechnisch verändert sind und wo diese auf den Äckern stehen. Und also wird auch kein Biobauer mehr wissen, ob die Gefahr des Eintrags vom Nachbaracker besteht.

„Das spannende ist ja bei der ganzen Diskussion, dass die Kommission sehr ausführlich erläutert: Nein, also der Biobereich, der muss natürlich sauber sein!“ sagt der Biobauer Martin Häusling. „Wie die Bios das dann kontrollieren oder gar nachweisen sollen, wenn die Gentechnik dereguliert ist und niemand mehr weiß, wo Gentechnik drin ist? Das ist das große Rätsel.“
